HARP stands for “HCQIS Access Roles and Permissions,” and it’s the CMS single-sign-on (SSO) or access point for multiple applications (listed below). It allows users to modify profiles, change passwords, revise challenge questions, and update authentication devices all from a single location. CMS also maintains a HARP email list that provides regular updates on important news, announcements, and scheduled maintenance (see above.)
Why HARP Matters
Most importantly, healthcare providers cannot view or submit data to the Hospital Quality Program (HQR) on the QualityNet website, or to MIPS on the Quality Payment Program (QPP) website, without a HARP account. Often employee turnover leaves organizations without a representative with HARP access. This is why we recommend at least 2 people in each organization have HARP access at any given time.
Gaining HARP access, along with HQR or QPP role permission(s), can sometimes be a smooth process. However, more often than not, it’s challenging and time-consuming. If you do not have someone with HARP access and you plan to participate in quality programs in 2022, then you need to start working on gaining that access TODAY.
HARP Security
HARP requires users to set up two- or multi-factor authentication (MFA). This provides an added layer of security that helps to prevent data breaches, credential theft, and unauthorized access. The available two-factor authentication methods included in HARP are SMS (text message) and Voice (receive a phone call), as well as mobile applications like Google Authenticator, Okta Verify, and Okta Verify Push.
HARP uses RIDP (Remote Identity Proofing) to validate a user’s identity (the data collected is similar to data collected when applying for a loan). CMS uses Experian to conduct this identify verification, and it doesn’t affect a user’s credit rating. Once logged in to HARP, user roles must be requested.
